Immobilizers and Tractor Beams for Skirmish

Description

For when A/B rosters are ready for implementing,

Add the Immobilizer to the Imperials to be replacement for B roster of Vindicator.
- Give abilities of hyperspace restriction zone of 5000 m
- Give ability of either Shield Leech or Tractor Beam

Not all factions will have an Immobilizer, only a few
- Vong Vuaspar
- empire Dominator
- imperial - immobilizer
- corellian - small immobilzer
- others?

The Vindicator and Immobilizer are not suitable replacements for one another, specially comparing firepower and use in battle. The immobilizer would be a more suitable replacement for the carrier unit instead.

This is not an ability, it's a simple data tag, this means there are no repercussions for the ship to have that tag and we cannot force any upon the ship. It would be a moving object that constantly blocks hyperspace in at no cost to the ship. Considering that all our abilities work on a quid-pro-quo basis (enhancing firepower at the expense of shields and engine speed, enhancing engine speed at the expense of shields and weapon power, etc.) this would go against our design principles regarding abilities. The Hyperspace Prevention as showcased in the linked video is heavily scripted, but seen as it prevents movement (actually a part of the interdiction ability) it fits with our design, but due to the required scripting involved it is not a suitable for skirmish.

Additionally, the range seems rather arbitrary, as it's not even outside torpedo range, which means that dropping in artillery units within warhead range, but outside the laser range is not prevented by the interdictor, rendering the prevention relatively useless. The shield leech ability should in my opinion be an ability unique to the Yuuzhan Vong, it's one of the few things that makes the truly unique and it's their way of dealing with heavy shields quickly.
All other factions have Ion cannons for that application.
The tractor beam ability has enough bugs that I would not recommend using it at all (turning off shadows for affected ships, randomly stopping to work or not working at all).

In my opinon another reason to not include it or only include it for very specific factions. I can see it work for the Vong in such a way that the Vua Spaar also has a very potent shield leech that can strip the shields from any ship in mere seconds.

All that aside, we should reconsider whether we need the ROCKET or MISSILE projectile categories and behaviours for any Vong projectile. If not, we can instead give the missile jamming ability to the interdictor if it absolutely needs to be included.
